DC Courts Marriage Bureau hours are 8:30 a.m.-4:00 p.m. for marriage licenses. I would recommend going about 10 a.m.  When you arrive, you will have to go through metal detectors.  The Marriage Bureau has a time waiting system, that will let you know the wait time before you go.
